The fifth Meeting of the High Level
Implementation Committee (HLIC) on Implementation of the “
Comprehensive Scheme for the Strengthening of the Transmission &Distribution system in Sikkim” was conducted at Conference Hall of Tashiling Secretariat, Gangtok on Thursday.
The meeting was chaired by M.N. Sherpa, Minister, Energy and Power and Labour, Chairman of the HLIC along with T.T Dorjee,
Independent Director ( PGCIL), K.B. Kunwar, PCE Cum Secretary, Mrs Ambika Pradhan Secretary Land Revenue & Disaster Management, Shri
M.L Srivastava,Principal Secretary cum PCCF, Shri A.B Rai PCE 1, Shri P. T. Bhutia PCE II, other officials and one representatives from all
M.N. Sherpa, Minister Energy and Power and Labour, Chairman of the HLIC welcomed all the officials and shared his views about the project that is being implemented for the strengthening of overall Transmission & Distribution system in Sikkim.
Minister said that in order to ensure timely completion of the project, there should be active participation between Departments such
as Forest, Land Revenue & Disaster Management in coordination with the Energy and Power Department. He also emphasized that this project will boost localization by providing extensive and intensive electrification in every nook and corner of the State.
The Minister further urged all the officials to work together collectively with the locals and the Powergrid to take all the safety measures in consideration during construction work and the process of the compensation bill raised by the districts Authority on urgent basis.
Minister also requested the Secretary, Land Revenue Department to increase the number of BLO in all the districts to expedite the process of assesment and billing.
T.T Dorjee , Independent Director ( PGCIL) said that the project is being funded by the Government of India. He stated that after the
survey was complete, the project was envisaged and was approved and sanctioned which took a long time to complete and the various issues were highlighted during the presentation.
He requested all the Head of the departments who were present to make a co-ordinated approach to try to complete the project as soon as possible, as the further it is delayed the cost of the project would rise up. He further gave a detail report about the funding for the projects and revised cost estimate that is being held up in MoU in the current scenario.
Later the programme continued with a power presentation in which discussion on agenda on the latest updates of projects, progress of acquisition/ purchase of land for implementation of the projects and the status of various transmission lines were discussed.
