A 36th Board Meeting of the Sikkim Building and Others Construction Workers’ (SBOCW) Welfare Board was held under the Chairmanship of Minister for Labour Department, M. N. Sherpa.
The meeting was attended by Principal Secretary, Labour Department Shri S.D. Negi, Joint Labour Commissioner, D.S.Kunwar and other Board Members as well as representatives of the NHPC, Teesta Urja Ltd., GREF and other organizations in the construction sector.
During the meeting Minister remarked that collection and utilization of BOCW welfare cess by the department and concerned organization, which needs a substantial utilization. He elaborated, on the agendas and it commenced with the agenda wise discussion: confirmation of the Minutes of the last meeting of the Sikkim BOCW’ Welfare Board, finalization of Handbook for inspection purpose, providing welfare facility to the registered workers and their family members, coverage of GREF and PWD workers under the Employees State Insurance (ESIC) Act, 1948 and the submission of progress of the construction work of Transit Accommodation/Labour Shed-cum-Night Shelter for the workers registered under the BOCW Act, 1996 at 7th mile, East Sikkim. They need to work effectively in this regard for ensuring welfare of workers, he added.
The meeting discussed proposed amendments to the Building & Other Construction Workers Acts and Rules. Board Members called for improved Insurance of the Labour, registration of workers as well as implementation of schemes for the welfare of construction workers.
The meeting decided to institute a system of compulsory registration and insurance by the labour and its organization. A decision was taken that all construction workers should be mandatorily enrolled in all the assistance provided by the Government, and the workers should be supported in their Health Check-up which should be mandatorily conducted.
The Committee also decided to set up a sub-committee to examine in detail the recommendations and grievances put forth by the organizations and its labour for amendment of Acts and Rules and to suggest better implementation of schemes for welfare of construction workers.
It was also informed that through various schemes welfare facilities will be provided to the laborer as per the need.
