Sikkim’s education budget highest expenditure in India: Chamling

Chief Minister Pawan Chamling was today conferred with Doctorate of Literature (Honoris Causa) by Desh Bhagat University (DBU), Punjab for his exceptional vision, deep commitment and continuous efforts to uplift the weaker section, backward class and women for the all-round development of Sikkim.
In the past, the CM for his leadership and good governance with moral and spiritual wisdom which has won the titles like Ambassador of Organic Himalaya and Organic World, Greenest Chief Minister of India, Ambassador of Peace, Life Time Achievement Award and Doctor of Philosophy(Honoris Causa) from different universities, organizations and Govt bodies.
The honour conferred upon is Doctorate of Literature (Honoris Causa) for Leadership and Governance.
CM in his key note address, congratulated the students who received their degrees and medals, and complimented the DeshBhagat University, on its tremendous contribution in the field of education, and for being one of India’s proud educational institutes today.
Mr Chamlingadvised the students to update themselves with emerging world knowledge on a daily basis, as modern advancement in bio-engineering is about to change the course of evolution itself.
Further highlighting the tremendous progress made by State Government in the education sector Mr. Chamling informed that the Sikkim Government has earmarked the 20 % of the state’s budget to the education sector- the highest expenditure in India so far.
Talking about free education upto college level, he mentioned about the two unique programmes of the State Government: the Chief Minister’s Meritorious Scholarship Scheme at class V level and Chief Minister’s Free Scholarship Scheme for Sikkimese students admitted in world’s top 20 Universities. He further apprised that Sikkim has become the most literate state in the country with the literacy rate of 96.72 %.
Sikkim is the cleanest state, the first open defecation state, the most peaceful state and the safest tourist destination. During the period of 1993 and 2013, forest cover in Sikkim increased to 47.34 % from 43.95 % in 1993. Sikkim is the only state in India to have increased its forest cover in the past two decades. As a governmental response to growing unemployment, we recently launched a unique program –One Family One Job, under which employment to 20,000 candidates were given on January 12, 2019, ensuring 99 % reach, covering all households in Sikkim.
Talking about the organic farming, he said that Sikkim has a unique identity as the first and only organic state in the world and recounted some of the advantages of organic farming as sustainable farming system.
He thanked the University Chancellor, Pro-Chancellor, Vice-Chancellor and faculty members for conferring the honour to him. He further said that the people of Sikkim have entrusted me the responsibility to lead the state as their Chief Minister for the last over 25 years.
Previously the honour has been conferred upon Sri Sri Ravi Shankar (Spiritual Leader and Ambassador of Peace), Swami Guruvanand (Spiritual Leader), Jayaprada (well known Bollywood celebrity) and Sandeep (Former Captain, Indian Hockey Team).
DeshBhagat University, a member of Association of Indian Universities (AIU), is a multi-faculty, multi-lingual and multi-dimensional University in Punjab where more than 7000 students from different states of India and SAARC countries are getting Professional, Technical, Medical, Vocational and Higher Education. The University is offering doctorate, post graduate and under graduate programs in the above disciplines.
