The committee constituted by Human Resource Development Department to look into the demands of adhoc teachers will be having its first meeting on 01 February at HRDD conference hall. It has to be mentioned here that the State government has constituted a 15-member committee headed by HRDD Special Secretary and having HRDD officials and representatives from All Sikkim Adhoc& Temporary Employees Association [ASATEA] as members to look into the demands of adhoc teachers and to submit a report within 15 days with due consultation with all stakeholders for taking appropriate action.
Adhoc teachers not satisfied with decisions taken in the meeting held on Tuesday between HRDD Minister and Additional Chief Secretary and other officials of HRDD and representatives of adhoc teachers have again gathered today infront of HRDD head-office.
Speaking to the media, an ASATEA representative said, “Among various decisions taken by the department in yesterday meeting, adhoc teachers have the main objection on a decision of ‘all the existing adhoc teachers will be given extension in the new academic session till the posts are filled up by regular appointment’.”
It is informed that the meeting has decided in 82 sanctioned posts for physical education teachers, 68 existing adhoc PETs would be absorbed as per their eligibility in the appropriate level of cadre. For HRDD teacher, the meeting has decided there will be no break in adhoc teacher’s salary, the ratio of reservation for weightage to adhoc teachers would be from 30 to 50% and all the existing adhoc teachers will be given extension in the new academic session till the posts are filled up by regular appointment. Likewise, under SamagraShiksha [SS], salaries of SSA employees downgraded to Rs 7,000 from Rs 10,000 would be restored, the pre-PAB gap in the salary will be paid and absorption of eligible SSA employees in nominal roll is under process.
He informed that adhoc teachers have the strong objection especially on the point of all the existing adhoc teachers will be given extension in the new academic session till the posts are filled up by regular appointment. He added that this point should be ruled out and every adhoc teachers should be given continuation to absorb them all by making some rule and ultimately to finish the adhoc system.
He added that for the early solution of issue facing by the adhoc teachers the association approached the committee chairman today and insisted to start the talk as soon as possible. However, after a discussion the department has been agreed to start the talk from 01 February. It is informed that adhoc teachers would be assemble infront on the department every year until an amicable solution would not be taken in the interest of adhoc teachers.
They also stated that the delay in the process would hamper the school students as schools were reopening from 01 February. “We have concern for students and do not want any student would suffer due to delay in the work of the department. So we want the department to immediately take out the solution for us otherwise our movement will also be joined by students and members of civil society,” they said.
They stated that the Chief Minister has already assured to solve all issues of adhoc teachers but the department has not been taking the decision of the CM seriously. They demanded that the department should take immediate solution to solve issues facing by around 3600 adhoc teachers of Sikkim.
