In The Midst Of Rising Geopolitical Tensions, Indian NGO To Help Rebuild Lives of 1000 Iraq Youth. The scars of war are writ large on the minds and lives of Iraqi men and women-memories of waking up in the middle of the night to the sound of bombings, losing loved ones and not knowing what next morning will bring in its wake. Mental health crisis in Iraq has deepened with the rising geopolitical tensions too. International agencies suggest, 35% of the 9000 households surveyed agreed to being severely psychologically distressed. Official data suggested, 70% of the population undergoing mental health disorder had suicidal thoughts. Diminishing help from international organisations with respect to mental health care has been yet another problem that the country has been grappling with.

Last month, Ministry of Youth And Sports of Iraq signed an MOU with Bangalore based spiritual and humanitarian organisation The Art of Living’s sister concern International Association For Human Values or IAHV founded by Gurudev Sri Sri Ravi Shankar. Under the project that looks to work closely with youth affected by conflict in the region and those undergoing severe Post Traumatic Stress Disorder symptoms, anxiety, depression and distress in Baghdad and nearby areas, the organisation would train Iraqi youth in self-empowerment programs, stress relief and rehabilitation.

“The contract was signed with the Ministry of Sport and Youth to give training for youths who went through conflict in Al-Sadder city, 9 Nisan and Baladiyat town in Iraq,” said Mawahib Shaibani, country director, IAHV Iraq.

“We completed the training for 100 youths and now we will be training another 900 youths. The rehabilitation and stress relief training will empower the youth to release the severe long seated stress, anger, and anxiety, improve their present moment awareness and spiritual wisdom that allows them to take a fresh and stress free look at their future with more hope and positivity and a broader vision. They will be trained in science backed meditation and breathing techniques, known to reduce symptoms of mental health conditions like depression, anxiety and PTSD. And then we help them with Social and business projects with support from the World Bank,” said Girin Govind, senior Art of Living instructor who has been conducting the workshops in Iraq.

Do let us know if you would like to cover the project or if you have more questions for our experts who are currently training the youth in Iraq.

He further added that Limboo populace of the state was betrayed by the former SDF government and accused Pawan Chamling led SDF government of being involved in rampant corruption in Sirijunga Statue Construction Project of Hee – Gaon. The inauguration of an incomplete project by the SDF government was just an eyewash prior to the election to appease Limboo community for votes, he said.

Golay asserted to complete Sirijunga Statue Project through the state government. He further announced that the harvest festival of Limboo community ‘Chasok Tongnam’ would be declared as a gazetted holiday very soon.

Chief Minister P.S Golay further announced that the state government would regularize the service of the employees working under M.R and Ad – hoc basis who have completed 8 years of service on 31st December 2019. Accusing the SDF government of treating M.R and ad-hoc employees unjustly, Golay said that under SKM government such employees would not have to wait in a queue to clear the files in the government offices.

Golay further maintained that facilities meant for the poor and needy should reach to them and if the richer section reaps the benefits initiated for the poor in a fraudulent way then strong action would be taken against them. The poor and needy beings should be felicitated, but not those who are economically well off, he said.

He reminded the gathering about SKM government’s commitment towards the development of the state through comprehensive initiatives. He reiterated that promises made prior to the election would be fulfilled and would give the utmost priority.

President of the festival organizing committee Purna Bir Limboo informed that ‘Kokphekwa Tongnam’ marks the beginning of New Year according to Limboo calendar. He expressed that the festival was organized to keep alive the age-old tradition of celebrating New Year in the form ‘Kokphekwa Tongnam’. He maintained that preservation and promotion of culture, customs and traditions of the Limboo community have become a necessity considering the rapid modernization of the world and gradually degrading the cultural identity of the Limboos.

The attraction of today’s event was the cultural programme, traditional food stalls set up by distinct communities of West Sikkim and a showcase of cultural extravaganzas.

The High Court of Sikkim on 03 January 2020, dismissed the petition filed by Sikkim Manipal University (SMU) which challenged the order of the University Grant Commission (UGC) that refrained the university to conduct examination outside the state of Sikkim.

Gangtok , Jan 11

The High Court of Sikkim on 03 January 2020, dismissed the petition filed by Sikkim Manipal University (SMU) which challenged the order of the University Grant Commission (UGC) that refrained the university to conduct examination outside the state of Sikkim.

The UGC on 19 July, 2016, had issued a public notice prohibiting Universities/Institutions from conducting examinations for their Open and Distance Learning Programmes outside the territorial jurisdiction of the University’s location.

SMU being registered under the Act of state legislature in the year 1995, challenged the said public notice, contending that the bar on the conduct of examinations outside the state of Sikkim is arbitrary, irrational, discriminatory and plainly opposed to the very concept of distance education and the objective of reaching out to students in remote areas.

On the other hand, the UGC submitted that no right to operate outside the state accrues to SMU, because the university is established by the legislation of the state of Sikkim. The High Court after considering all the submission of parties held that UGC is well within its right to regulate distance education and its public notice of 2016 is neither capricious nor unreasonable and the said public notice does not violate the principle of Article 19(1)(g) or Article 21 of the Constitution. The High Court, while dismissing the case held that none of the students who are said to be enrolled in the Distance Education Programme of the SMU in any point of the time objected to the impugned notifications or communications and neither have they sought to be as a party, respondent as intervenors in the case

Gyalshing, Jan 10 (IPR)

A group of 39 meritorious students from 33 schools across West Sikkim have embarked for a student exposure program, “Explore and Learn” to Kerala from Sikkim between the 3rd of January – 17th of January 2020.
The exposure program has been initiated as per the vision of the Hon’ble Chief Minister of Sikkim to provide such exposure visits to the rural children of Sikkim. The Honourable Chief Minister also had flagged off the exposure tour on 30th December 2019 during the Kanchenjunga Tourism Festival at Pelling, West Sikkim.
The exposure program has been facilitated by the Office of the District Collector, West Sikkim with an objective to provide exposure to the students and showcase to them the larger world outside Sikkim.
The exposure program is being funded by REC Foundation as a part of their Corporate Social Responsibility
“It was our endeavour to instil upon the young and meritorious students, a sense of larger purpose, a spirit of higher competition and sharpening their abilities to be able to compete with the world outside. For this, we believed that the best platform would be to send these students for an exposure program to places where they could learn more. We zeroed upon Kerala as it is one of the model states in terms of education in India and we are positive that the students would learn and explore various facets and come back sharper and more confident through the engagements,” says Karma Bonpo, District Magistrate, West Sikkim, also the brain behind the exposure program to Kerala.
The 15 days program entails visiting reputed schools across Kerala, student exchange programs and cultural programs with local schools, classroom interactions at schools, interactions friendly football matches with local school schools and visiting places of historical significance apart from the visit to places of local tourist interests. The students also during the travel have had the opportunity to visit places of historical significance in New Delhi.
Speaking about the exposure program, Rinchen Ongmoo Lepcha a student from Darap Senior Secondary School says, “My exposure during this educational tour has been very good and educating. This is a blessing for each one of us to be here and learn things beyond our text book. It has been a very engaging and a fascinating trip so far.”
Another student, Bindass Chettri of Soreng Senior Secondary School speaking on the experience stated, “The one thing I learnt from the people of Kerala is their mannerisms and decency. They are very committed and that I believe is the reason for their continued progress. We as students have to learn more from them for our progress in the future. The idea of simple living high thinking was captured effectively by a student Bijay Dahal of Buriakhop Senior Secondary school when he observed, “The people are friendly, students more confident and interactive and the concept of simple living high thinking not only in words by also in action.”
The student exchange program has been highly effective in opening up newer vistas of learning for the students and the District Collectorate Office has two more student exposure trips, one to Odhisa and one to Gujarat lined up in the month of January 2020.
The entire exposure tour is being managed and coordinated by Mr. Dewakar Basnet, Chief Learning Officer of 24hr Inspired, an Education Company based in Sikkim.

Limboo Tamang Voluntary Committee [LTVC] asserted that Sikkim Krantikari Morcha should remind its promise to immediately reserve seats for Limboo-Tamang in the State Assembly in its election manifestos.

CM, MP stand on LT Seat not clear, placing demands without formula: Tshong

Sagar Chhetri

Gangtok, Jan 10

Limboo Tamang Voluntary Committee [LTVC] asserted that Sikkim Krantikari Morcha should remind its promise to immediately reserve seats for Limboo-Tamang in the State Assembly in its election manifestos. The organization expressed that the silence of SKM on this issue has created doubtful atmosphere within LT communities. The organization has asserted that SKM should place its clear stand on LT seat reservation with formula to take forward this issue.

Addressing a press conference here today, LTVC president, Yehang Tshong stated that LTVC had given time of 100 days to newly formed SKM government to initiate the basic procedure for LT seat reservation. He added that the organization has also met and submitted memorandum to few SKM Ministers after election and had submitted a copy of memorandum that was earlier submitted to SKM president PS Golay before election. On the same, requested Ministers to come out with solution for LT seat reservation in Sikkim Legislative Assembly at the earliest. He mentioned that seven months of SKM government has witnessed Monsoon & Winter Parliament Session, By-election and many state assembly sessions but it was disappointing not to hear a single word for LT seat reservation issue inside Parliament as well as in Sikkim Legislative Assembly.

Mr Tshong stated that although the Chief Minister and Ministers and MP from Sikkim have placed LT seat reservation issues in the Centre and leaders but without any formula. He added that there was no meaning to place the demand without giving any formula. On the same, he demanded that the State government should give its clear stand with formula in LT seat reservation issue to raise this issue in the State Assembly and the Parliament. He informed that SKM MLA, KN Lepcha had brought a private member bill on LT seat reservation from existing 32 seats in the last government and it was supported by another SKM MLA, Sonam Lama. On the same, he suggested that SKM government now should pass this formula to reserve seats for LT from the existing 32 seats.

Mr Tshong mentioned that LT seat reservation issue was a Parliamentary subject but it was saddening and disheartening that Sikkim MP did not raise LT seat reservation issue inside the Parliament along with other issues of Sikkim during this Winter Parliament Session. He added that it was MP’s duty to raise LT seat reservation issue inside the Parliament and also with Ministry of Home Affairs with formula and clear the stand of SKM party on LT seat reservation issue like former Lok Sabha MP PD Rai, who demanded LT seat reservation to be done on the basis of Burman Commission and made SDF party’s stand public.

Mr Tshong stated that LT seat reservation was a burning issue for SKM party before the election and the issue also helped the party to bring the Parivartan in the State. However, the silence of SKM party on this election after the election has created doubtful atmosphere within LT communities. He added that SKM party had always been sympathetic towards LT communities’ constitutional rights and had frequently raised LT seat reservation issue during previous SDF Govt’s tenure by demanding to reserve LT seat from 32.

Mr Tshong informed that along with other organizations SKM party had also organized meetings and rallies for LT seat reservation issue as Limboo-Tamang seat Arakshan Yatra on 26 June in year 2018 which was led by Sangha MLA Sonam Lama and even promised to resolve LT seat reservation issue within 10 days after forming new govt. “LTVC would like to remind SKM party their 2019 election manifesto promise by the name of Sikkim that until and unless we do not bring seat reservation for the deprived LT communities in SLA we won’t take rest,” he said.

Mr Tshong informed that SKM party had also formed a 10-member committee on LT seat reservation in December 2018 but the report of the committee has not been made public till date. He further questioned on the necessary steps and action has been initiated till date and what formula has been framed and adopted by this 10-members committee formed by SKM party to look into LT seat issue.

“It’s time for SKM led new government to prove their sincerity towards their given promise to LT communities for LT seat reservation. LTVC demands SKM government to address and resolve the LT seat reservation issue at the earliest with formula and pass it from Sikkim Legislative Assembly like they had promised before 2019 election,” he said. He added that there should be no problem for SKM as they are in alliance with BJP in both State and Center and even BJP has mentioned to resolve LT seat reservation issue in their 2019 election manifesto.

Mr Tshong expressed that LT communities will not wait for another 5 years and if LT seat issue was not addressed at the earliest then it would be a great betrayal for LT communities and another curse for SKM party. He expressed that LTVC still hopes SKM government will live up to their promises and assurances given to LT communities and solve the issue without further delay.  He said LTVC has been committed for the survival of LT communities and will not compromise with their Constitutional rights guaranteed by the Constitution of India at any cost.

A New Year’s Gift for Tadong Daragaon

Author Gangtok Times Report Posted on January 10, 2020January 10, 2020 0 Likes

Any empty space in Gangtok has the same impact on us as raw meat has when dropped amidst a pack of ravenous carnivores. We pounce on it as if it was the only thing we had ever lived for.

Being Territorial

Any empty space in Gangtok has the same impact on us as raw meat has when dropped amidst a pack of ravenous carnivores. We pounce on it as if it was the only thing we had ever lived for. In the wild, bigger carnivores get to take the big portions, leaving the smaller pieces for weaker ones. Our stories have a similar plotline. Look at what we did. In the last 44 years since the merger, we changed (marred) the face of Gangtok and, of course, of Sikkim beyond repair. We have occupied every inch that there is. Some of us have encroached upon even the roads and others didn’t leave a millimetre more than they had to. Many of us fought over every inch of our land and became lifelong enemies with neighbouring landowners. Every open space, accidently untouched by concrete, has been sold and used for construction. As the saying goes, Gangtokians made houses even on the steepest of cliffs forsaken by monkeys who feared lest they fall.

What has happened was inevitable. The government cannot possibly restrict the sale of private land. To think of a ‘City Master Plan’ now is a day late and a dollar short. However, the game hasn’t ended yet. Every existing issue has dual realities- (a) the past – what had to happen, happened and (b) the future – what should not happen, should not be allowed to happen.

Daragaon in Tadong is a case in point. This beautiful place has now been irredeemably trapped in a self-made congestion. Except for the narrow footpaths crisscrossing houses, there is no open space left whatsoever. Funnily enough, some footpaths end abruptly in front of the main gates of private houses. In some places, people have to walk through narrow gullies behind the backs of buildings.

The sky is hidden from human sight. Building owners do have open terraces but most of them have already covered them with tin roofs. Rented apartments have little or no exposure to sunlight and fresh air. Senior citizens hurriedly run to crevices between buildings to catch a fleeting touch of sunrays. Otherwise a noisy place, in Daragaon however we find that the noise of children playing any physical games is hardly ever heard. Oh the boredom and misfortune of youth who are robbed of any opportunity to explore their athletic spark, much less exploit their full potential. Diabetic, pre-diabetic people and many others who have been advised by their doctors to go for regular walks have nowhere to go. The army area is now off limits to civilians. I have seen local people standing alongside the highway and sitting there, watching the passing of vehicles for hours. In a poetic sense, Daragaon has become worse than a jail – if not for human beings but for humanity. Every morning, we leave the house for the routine rat race, scrape through the tunnels between buildings and in the evening we stagger through the same tunnels and enter our dwelling places. Humans are creatures of habit. Most Daragaonians do not even feel the need of open space anymore. We are habituated to living that way. In fact, the picture that I painted about Daragaon is a miniature mirror image of all of Gangtok.

Daragaon, however, has a last chance to redeem itself from this ever worsening congestion. SNT Colony, the biggest open space in all of Gangtok could be developed into a pedestrianized public park along the lines of Gandhi Marg in Gangtok with additional facilities like a mini sports stadium, amphitheatre, entertainment park, running trails for joggers, bike lanes for children, etc.

The State Housing Development Board, in partnership with a private builder, is apparently pushing for a housing colony. What a disaster that would be. The project, if it materializes, will hit the final nail on the coffin of Daragaon’s hopes of creating a healthy public space. Adding an additional hundred plus households to Daragaon which is already bursting at the seams with overflow population is simply ridiculous. Among other thing, imagine the parking woes that will escalate. That will be the last straw which will eventually break the camel’s back.

All is not over yet. Some concerned youth of the area have requisitioned the government to review the situation and scrap the proposed project of a housing colony. The government could set an example by prioritizing the interests of suffering people and choosing long-term benefits for a  greater number of people over short-term benefits for a few developers and potential buyers of flats.

Gangtok city planning must be thoroughly re-strategized. It is now or never. Here are a few humble suggestions. Any housing colony without parking space allocated for each apartment and extra space for visitors must never be approved. This must be the norm. In fact, any public buildings – particularly government or private offices, hospitals and shopping malls – must have enough parking spaces for the estimated number of clients. Special parking spaces must be reserved for differently abled people. Where do we have the place you say? The answer is this – cities must spread out. We cannot have everything in Gandhi Marg. The new STNM’s location was smartly chosen. Now, the state government must envision developing a larger public infrastructure outside Gangtok. Spending the next few years in developing wider “smart roads” is the way forward. Otherwise, in the name of development we will merely be digging our own grave.  Another bold decision would be the zoning of the entire city. Commercial, residential, industrial and administrative zones must be clearly and strictly demarcated. How healthy is it to sell cement in the first floor and live in the next floor? What about restaurants in the next block? Motor workshops and residences in the same building? Liquor shops and schools/colleges side by side? This issue will not be solved overnight. Moreover, in a place where people come out at rallies, shouting slogans, at the drop of a hat, it will need smart handling and public consultation. But the process has to begin with a long term strategy in place.

“Adding an additional hundred plus households to Daragaon which is already bursting at the seams with overflow population is simply ridiculous. Among other thing, imagine the parking woes that will escalate. That will be the last straw which will eventually break the camel’s back.”
